Update from June CPP and outline of the day

John McLuckie

Minutes:

John McLuckie provided an update from the CPP Development Day in June including an overview of the national CPP self-assessment programme, the promotion of the new 撸sir视频 and Bute Outcomes Improvement Plan and approaches to developing actions which have been taken forward to this meeting.

John also outlined the agenda for the CPP Full Partnership meeting, additional CPP material provided in the delegate packs and forthcoming plans for CPP communications.

Suzanne Mason introduced the round-table icebreaker session with delegates asked to consider and discuss the following points for the day ahead:

4.

撸sir视频 and Bute Employability Partnership Delivery Plan pdf icon PDF 2 MB

Ishabel Bremner

Minutes:

Ishabel Bremner outlined the overarching delivery plan for 2022-2025 which is a working document and is updated annually.

The CPP Full Partnership agreed:-

1.    to note the content of the paper; and

2.    to endorse the ABEP Delivery Plan annual update for 2024-25.

 

Ishabel confirmed that new plan will be brought to the relevant meeting of the CPP next year.

Ishabel also noted that the Scottish Government had published its 2024-2027 Employability Partnership Delivery Plan on 13th September.

Action: An updated version of the delivery plan 2022-2025 will be circulated to delegates after the meeting.

5.

Climate Change

Andy Macpherson

Minutes:

Andy Macpherson introduced the session and highlighted that his work is based on a CPP initiative to develop a Climate Change Strategy and Framework.

Andy鈥檚 presentation covered key principles and process and progress of work both already happened and still to take place.Andy also outlined climate trends, climate risks (which have been derived from stakeholder meetings, literature review and peer group screening), findings, current actions and main areas of opportunity.

Delegates participated in two interactive polls during the session 鈥 first asking 鈥榳hich climate events have affected you?鈥 and secondly, 鈥榳hat are the main areas of opportunity for the CPP?鈥.

Action 鈥 Andy to collate the results on these two polls following the event.

Andy articulated a vision that we make 撸sir视频 and Bute climate ready by acting together to understand and adapt to our changing climate.听听

He asked how we are going to get communities more involved in steering what is done in a fluid situation and highlighted the potential for working through the Community Action Hubs in each of the four Council administrative areas.

The importance of ensuring people are engaged was highlighted as well as the potential for working with schools and through Local Place Plans.

Strong links were also highlighted between climate change and the three ABOIP priorities as well as Community Wealth Building, in terms of how they work together.

Pippa spoke of the consultation work that brought forward the three ABOIP priorities and outlined the sessions to follow later in the day which would provide rich feedback from areas of expertise and partner organisations.

6.

Community Wealth Building

John McLuckie

Minutes:

John McLuckie provided a short history of Community Wealth Building within the Community Planning Partnership including development as a cross-cutting theme during the pandemic, the work of the Centre for Local Economic Strategies (CLES) commissioned by the CPP and the final Community Wealth Building report approved in April 2024.

John also outlined the five Community Wealth Building pillars, the wider local and national context including an anticipated Scottish Government Community Wealth Building Bill and provided an update on the work of the CPP Community Wealth Building Steering Group including discussions on strategy and prioritisation.

Discussion took place on the two Models of Opportunity within the final CLES report:

Building greater employee ownership in 撸sir视频 and Bute, which looks to build on examples developed in 撸sir视频 and Bute such as employee buyout, succession planning and bringing longevity and sustainability to local businesses

Building community and shared ownership of the energy transition, which was developed as a model through citizen-led workshop and discussions with Area Community Planning Groups.

It was noted that the report contains a strong food and drink element which is included as an examplar as to how Community Wealth Building can be embedded under a number of pillars.

Discussion then took place around the wider community understanding of Community Wealth Building across the different areas of 撸sir视频 and Bute, the need for everyone in the CPP to continue to play a role and the strategic approach to take including areas of focus, goals and objectives.

It was noted that the Royal Navy was a large employer in Helensburgh and Lomond and that it would be beneficial to involve them in Community Wealth Building.

Action - Delegates encouraged to continue to feedback any thoughts on Community Wealth Building to cppadmin@argyll-bute.gov.uk for consideration by the CWB Steering Group.

 

Delegates were asked 鈥Does your organisation support the CPPs approach to Community Wealth Building in A&B and agree to be involved.This was supported in principle.

The prioritisation of procurement was also raised given the combined spending power of CPP partners and anchor organisations, the good work already happening to keep money in the region and in terms of developing the market chain.

It was noted that this is a challenge to all organisations and that the development of a strategy, in addition to the models of opportunity, would provide more clarity on the way forward.

 

7.

Transport Infrastructure

Ranald Robertson & Colin Young

Minutes:

Ranald Robertson provided a presentation outlining a number of key priorities for the new Regional Transport Strategy for the development of transport in the region over the next 20 years and highlighted the delivery of committed projects as a good start for the ABOIP priority of Transport Infrastructure.

Colin Young then outlined the dependencies for 撸sir视频 and Bute in terms of sectors that rely on transport, highlighting Council infrastructure, services supported and subsidised by the Council and the areas where residents rely on services not provided by the Council including the national trunk road network, ferry routes operated by Calmac and rail services.

Colin also spoke of the transport priorities identified such as the Rest and Be Thankful and West Highland Line and highlighted actions currently under development such as the Unmanned Aerial Vehicle (UAV) Logistics Hub based at Oban airport.听听

Delegates then participated in a facilitated round-table discussion on the theme of Transport Infrastructure.

 

8.

Housing

Douglas Whyte

Minutes:

Douglas Whyte鈥檚 presentation highlighted the current housing emergency, the factors that resulted in the declaration of a housing emergency by 撸sir视频 and Bute Council in June 2023 and the housing emergency action plan agreed in June 2024.

Actions include enabling the delivery of more market homes, enabling the delivery of more affordable homes, enabling the delivery of workforce homes and making the best use of existing homes, with the importance of the private sector being round the table emphasised.

Discussion took place on buildings that CPP partners may be aware of that could be converted into housing, including the conversion of redundant buildings, and the consideration of kit builds on islands. It was noted that the Community Planning Partnership has a powerful and influential voice on this topic.

Delegates then participated in a facilitated round-table discussion on the theme of Housing.

 

9.

Community Wellbeing

Mahailia Kateryna & Sam Campbell

Minutes:

Mahailia Kateryna and Sam Campbell delivered a presentation outlining the proposed Population Health Framework for Scotland which is to be adopted by the Scottish Government, CoSLA, Public Health Scotland and Health Boards.

They spoke of the whole systems approach to the prevention-focussed system which would seek to increase healthy life expectancy and reduce health inequalities, the strategic drivers of health improvement and how these would be delivered through the framework.

The work of the Living Well Partnership and how it links to community rehabilitation was also highlighted.

Pippa Milne

Minutes:

Pippa thanked everyone for all their energy and participation throughout the day.

Pippa noted the need to continually challenge ourselves on how we engage with others and the groups that are harder to reach, highlighting the uniqueness not only of 撸sir视频 and Bute, but the different parts of 撸sir视频 and Bute, and the focus on having a place-based person-centred process to meet our individual community needs.

Pippa highlighted the wealth of feedback from the round-table discussions and summarised some of the key topics across the three ABOIP priorities, including integration, collaboration, energy, skills, efficiency, innovation, repurposing, wellbeing and prevention.

Pippa noted the sense that we need to use collective voice to influence policy in 撸sir视频 and Bute and said the final challenge is to think about what we do differently with the new ABOIP to get a different result, with some of the areas discussed during the day having been in plans for over a decade such as the Rest and Be Thankful and transport integration.

Pippa highlighted the richness in conversation throughout the day and that there would be detailed analysis of the feedback captured.Further information will be shared with delegates post event and the following CPP meeting on 6th December will be looking at the next steps.
