Reasons you might have received a Penalty Charge Notice (PCN)

List of common contravention codes (and reasons) on your Penalty Charge Notice (parking ticket or fine)

The contravention code on your Penalty Charge Notice lets you know why you it was given to you. Some of the most common reasons are:

On-Street:

  • 01 - No Waiting e.g. parking on a double yellow line
  • 02 - No Loading
  • 05 - Parked after the expiry of paid time
  • 06 – No ticket – parked without paying and displaying
  • 23 - Parked in a bay not designated for that vehicle e.g. parked in a goods vehicle only bay
  • 24 - Not parked correctly within bay
  • 30 - Parked for longer than permitted
  • 45 – Parked in a taxi rank
  • 46 - Parked where stopping prohibited
  • 47 – Parked in a restricted bus stop/stand
  • 48 – Stopped in a restricted area outside a school

Off-Street (car parks):

  • 80 – Overstay (parked longer than the maximum time permitted)
  • 82 – Parked after expiry of paid time
  • 83 – No Pay & Display ticket
  • 86 – Out of bay
  • 87 – Parked in a disabled bay without valid badge
  • 91 – Parked in an area not for that class of vehicle
  • 95 – Using a parking space for the wrong purpose

Transport Scotland Bill 2019

  • 100 – Parked on a pavement
  • 101 – Parked adjacent to a dropped kerb
  • 102 – Parked where no part of the vehicle is within 50cm of the edge of the carriageway
