WELCOME AND APOLOGIES Minutes: The
Chair welcomed everyone to the meeting and advised that a request had been
received from representatives from UK Covid Inquiry to present to partners at
this meeting. The Chair agreed that as the UK Covid Inquiry would meet in Oban
on Wednesday 4th and Thursday 5th September, before the
next meeting of the Group, that he would agree to this request and that the
representatives would be invited to speak following consideration of the

UK COVID Inquiry Minutes: The
Group considered a presentation by UK Covid Inquiry representatives, who will
be visiting the Rockfield Centre in Oban on Wednesday 4th and
Thursday 5th September to gather information on people’s experience
during the Covid 19 pandemic. Becky Rose
advised that counselling support will be available at the Centre to help anyone
who requires help and that evidence gathered during the event will be
referenced within the overall UK Inquiry. Decision The

report providing information relating to the appointment of a Vice Chair of the
Oban, Lorn and the Isles Area Community Planning Group and outlined the
expected time commitment and information on the role. The Committee Manager

Minutes: The
Group Considered a report from Stuart McLean, Committee Manager relating to the
results of the Meeting Survey carried out following the June meeting of the
Oban, Lorn and the Isles Area Community Planning Group. The report highlighted
that 29 people responded to the survey and feedback showed the majority of
respondents would like the option for either face to face or Hybrid meetings.
It was also highlighted that respondents’ preference was for daytime meetings
and that a majority of respondents indicated that they would like to be offered
the opportunity to participate on a Hybrid basis. Stuart added that this would
require any venue to have a reliable and robust broadband connection. Decision The
Oban, Lorn and the Isles Area Community Planning Group agreed:

Partner Update - Public Health PDF 216 KB Report by Health Improvement Lead, ߣsirƵ and Bute Health and Social
Care Partnership and Alcohol and Drug Partnership Coordinator, ߣsirƵ and Bute
Health and Social Care Partnership Minutes: Consideration was given to a
public health update from ߣsirƵ and Bute Health and Social Care Partnership’s
Public Health Team on the ongoing wellbeing and prevention activities overseen
and delivered by them in ߣsirƵ and Bute. The update provided information on
the positive outcomes from the evaluation of the Community Link Working Service
in ߣsirƵ and Bute; Suicide Prevention Activity aimed at providing resources
needed to understand and improve mental health and understanding and preventing
suicide; World Suicide Prevention Day on 10 September and Art of hosting at The
Living Well Programme. The update also provided
information on alcohol and drug prevention and early intervention; families
affected by alcohol and drugs; medically assisted treatment standards; Mat 8
Groups and recovery orientated systems of care. Decision The Oban, Lorn and the Isles Area

Community Link Working (CLW) in ߣsirƵ and Bute PDF 329 KB Report by Public Health Team, ߣsirƵ and Bute Health and Social Care Partnership Minutes: The
Group gave consideration to a presentation on Community Link Working. The
presentation highlighted that Community Link Working is part of Modernising
Primary Care and that Community Link Workers follow a social prescribing model.
Community Link Workers are embedded in GP Practises and aim to address socio
economic and person circumstances that affect health and wellbeing to improve
the outcomes for patients and reduce pressure of GP’s time. The presentation
also provided information on the ߣsirƵ and Bute Model; the ߣsirƵ and Bute
Impact; and client feedback. Decision The

Analogue to Digital Switchover and Telecare Update PDF 88 KB Report by TEC Lead, ߣsirƵ and Bute Health & Social Care Partnership Additional documents:
Minutes: Consideration was given to an
update in relation to the Analogue to Digital Telecare Switchover. It was
highlighted that all telephone lines within the UK are migrating from analogue
lines to digital ones and that the deadline for this is June 2025 with this
being led by industry (the telephone providers) and that due to this, Telecare
need to switch analogue devices to ones that are compatible with a digital
telephone line (broadband) or which operate over the mobile signal. It was highlighted that there is
a programme to swap over all analogue units with digital ones and that it was
currently being rolled out and that the Telecare team are continuing to focus
on those who have already moved onto a digital line and those who live in areas
of very good mobile signal. It was noted that 46.5% of all
clients in ߣsirƵ and Bute currently have a digitally capable telecare device
and it was highlighted that if people do go to a digital line but live in an
area with no mobile signal, that they have a work-around solution that enables
them to still have telecare whilst they are awaiting connection via
broadband/the digital line. It was advised that the Telecare team will continue
to support both analogue and digital telecare devices for as long as required
and will not be insisting that people have to be on a digital line in order to
receive telecare if they still have an analogue line in the property. Decision The Oban, Lorn and the Isles Area

Police Scotland Update PDF 328 KB Minutes: Consideration was given to an
update which provided information on the ongoing work of the Service and
information on serious and organised crime; acquisitive crime; road safety and
road crime; violent crime; public protection; fraud prevention and awareness;
the work of the Youth Engagement Officer for Oban and the continued work on
pro-actively engaging with the public in Oban, Lorn and the Isles. Decision The Oban, Lorn and the Isles Area

Scottish Fire and Rescue Service Update PDF 229 KB Minutes: The Group gave consideration to a
report highlighting the Scottish Fire and Rescue Service’s (SFRS) FQ1 review of
local performance across Oban, Lorn and the Isles for the period 2024-25. The
report included information on the local firefighter training plan; incidents
during this period; unwanted fire alarm signals; road and water safety
campaigns; community engagement activities; East and West Dunbartonshire and
ߣsirƵ and Bute Local Senior Officer Activities and home fire safety. Decision The Oban, Lorn and the Isles Area

Minutes: Consideration was given to a
written update from UHI ߣsirƵ. The update included information on an open day
held in June for applicants and potential students and activity and information
sessions on Early Years education and funding. The update also provided
information on funding received to continue the multiple programme; forthcoming
commercial courses; new courses for the academic year 2024-25 and the “Keep
Warm” project which is up and running. Decision The Oban, Lorn and the Isles Area

ߣsirƵ and Bute Third Sector Interface Update PDF 170 KB Minutes: Consideration
was given to an update from ߣsirƵ and Bute TSI. The update provided
information on the Scottish Government, TSI landscape and policy activity;
local strategic partnerships; TSI Scotland, contracts, sector support and
strategic action plan delivery and the Communities Mental Health and Wellbeing
Fund. Petra
Pearce also highlighted the new initiative of Employee Assistance Programme
which is an online service where employees and volunteers can get free advice
on matters such as finance, legal issues, consumer advice and personal matters. Decision The Oban, Lorn and the Isles Area

Opportunity for Verbal Updates Minutes: ߣsirƵ and Bute Council’s
Community Planning Partnership John McLuckie highlighted that a
development session had been held with the Community Planning Partnership on 26
June where they discussed the proposed national self-assessment programme for
Community Planning Partnerships; the promotion of the new outcomes improvement
plan for ߣsirƵ and Bute; approaches to developing actions needed to deliver
the new priority outcomes for the plan and how the cross cutting themes of
Community Wealth Building, Digital Inclusion and climate change would fit into
these actions. John advised that the next
meeting of the Community Planning Partnership is on 16 September and that the
Community Planning team have created a promotional leaflet and short video to
explain what the Community Planning Partnership is and what the priority
outcomes are, to assist partners with promoting the new plan. John agreed
to circulate details of the promotional materials following the meeting. Skills Development Scotland Susan
MacRae advised that following the closure of the Oban Cinema Skills Development
Scotland had support the staff that had been made redundant through their PACE
service. Susan further advised that
Skills Development Scotland will taking part in the young people’s event at the
up and coming Royal National Mod, which takes place in Oban in October and that
they will be on site to advise young people of the opportunities of employment
within the Gaelic Culture. |

COMMUNITY WEALTH BUILDING Presentation by CEO, ߣsirƵ and Bute Third Sector Interface Minutes: Takki encouraged the Group to
consider what actions they would like to see to establish Community Wealth
Building within the locality and whether a local Working Group would be
beneficial and whether this would take an athematic or place-based approach; integrating
the Community Wealth Building work into a Local Place Plan or if there were any
training needs of the Group. Decision The Oban, Lorn and the Isles Area

INCLUDEM - YOUTH JUSTICE PDF 87 KB Presentation by Dr David Gould, Associate Researcher, Includem Minutes: Consideration
was given to a presentation by David Gould, Associate Researcher, Includem, in relation to Գܻ’s
ADAPT Research Project. Information was provided in relation to Գܻ’s background as a Scottish charity dedicated to
providing 24-hour, one-to-one support for young people and their
families/carers; their normal operating processes when assisting young people
who may be in conflict with the law; and funding from the Scottish Government’s
Whole Family Wellbeing Fund to identify gaps and opportunities in provisions
for young people who are in potential or actual conflict with the law. It was
noted that Includem were engaging with services and
organisations across Scotland to identify gaps in current services and
provisions for young people in order to create pilot projects that could work
alongside existing services. It was noted that 12 broad themes had been identified
across Scotland in relation to youth justice, with a variety of factors
identified in relation to this and Includem were
planning to design pilot projects around local needs. The Associate Researcher
provided examples of current pilot projects, including bail support; structured
deferred sentencing support; and restorative justice. Decision The Oban,

Isle of Luing's Participation Request Process - Cuan Ferry Timetable PDF 109 KB Report by Isle of Luing on Participation Request Process Minutes: The Group heard from Mary Braithwaite of Luing Community Council regarding their experience of the Participation Request process with the Council concerning the timetable of the Cuan Ferry. Mary
thanked Councillor Kain and Kirsty McLuckie for their advice and support
throughout the process, highlighting that Luing is a small island with few
services and as such the ferry is a life line for the islanders, particularly in
respect of health, employment and education opportunities. In
taking forward the Participation Request the Community Council undertook a
Ferry Users Survey, which received a high number of responses. The results were considered at a Community
Council meeting and submitted to the Marine Section of the Council for
comment. Mary advised Partners that
while the process can be slow there is real value in engaging in it. Decision The Oban, Lorn and the Isles Area

Self Directed Support across ߣsirƵ and Bute PDF 4 MB Presentation by Becs Barker Community Contacts, Carr Gomm Minutes: The
Group heard from Becs Barker of Community Contacts Carr Gomm, who gave a short
presentation outlining ways to access Self-Direct Support access to social
care. The presentation confirmed the
planned outcomes for ߣsirƵ and Bute from 2018 – 2024, a list of contacts
across the area, the range of activity on offer for independent support,
information and advice. Becs also advised of the joint working undertaken
across sector partners and work carried out with national partners and
organisations based in other local authority areas. Decision The Oban, Lorn and
